At the beginning of my professional life as electronic engineer [1953-1960] I enjoyed and also suffered the consequences of being trained as a technician who should work assuming that scientific knowledge and technological innovations will assure sooner or later the progress of any society.
Some preliminary courses [1960-1963] on Industrial Engineering & Operations Research helped me to realize the need of taking into account social and psychological factors when performing as engineer. Then I had the chance of making graduate studies and research in the domain of Industrial and Systems Engineering [Swansea, Wales, UK] [1966-1969]. Such knowledge became indispensable when I had the chance of leading the Project for the Technical & Administrative Decentralization of the Mexican Educational System [1970-1972].
Some courses & research work in Paris [1973-1975] aiming to discover cybernetic possibilities inherent to educational concerns, though not completed due to financial difficulties, helped me to consolidate my knowledge about the power of Systems & Cybernetics as indispensable concepts required for creating criteria when dealing with the dynamical features of social phenomena. As an organizational consultant in some government organizations in Mexico [1975-1981] for making more consistent the possible evolvement of certain issues I used two intellectual tools:
Such concern of mine had been developed and continued being improved through my academic activities as a lecturer and professor on Systems Engineering [postgraduate courses inside the School of Electrical and Mechanical Engineering, Instituto Politecnico Nacional of Mexico City] [1970-1991]. It was there where I start ed [1983] to realize that there were many different ways dealing with complex questions [Stafford Beer, John N. Warfield, Gerard de Zeeuw and several others].
At present [1986-1996] I aim at developing the features of Intellectual Instruments inside sociotechnical systems in order to implement the systemic, cybernetic and synergetic alternative. I claim that it may be useful as well to determine how to organize actions in order to push ahead the progress of individuals and communities and to push forward purposefully a certain development of the Homo Sapiens Sapiens.
