Eugene Rubin is Associate Vice President of the Office of Instructional Development at the University of Maryland University College. UMUC is a national leader in adult and distance education and offers undergraduate and graduate degrees across the U.S. and overseas via distance education.
Dr. Rubin is also the Executive Director of the International University Consortium, a group of universities world-wide who share courses designed to be delivered at a distance. He is also the Director of the Institute for Distance Education, which has the mandate for development and support of distance education across the University of Maryland System. Dr. Rubin was formally on the Graduate Faculty at Athabasca University in Canada, andis former editor of Research in Distance Education. He has a broad background in distance education and training, educational technology, instructional design, and course production and delivery. He has a Ph.D. in Education and Psychology from the University of Michigan.
