Ulrich Bernath graduated in Economics in 1970 from Justus-Liebig University of Giessen/Germany.
Since 1978 he has been the Director of the Center for Distance Education at Carl von Ossietzky University of Oldenburg. He was one of the founders of the European Distance Study Center Network North-West Germany [ESCN] and the German University Distance Education Association [AG-F]. He will be the Coordinator of the ESCN in 1997/98, and he currently is one of the spokespersons of the AG-F, responsible for international relations.
Ulrich Bernath has been the Head of the Oldenburg Branch of the ICDE G responsible for Germany and the European Union. He was a visiting exchange scholar at Towson State University, Maryland, in 1993/94, and designed the graduate course "Distance Education in Theory and Practice".
In partnership with Eugene Rubin, University of Maryland University College, he developed the virtual seminar for university faculty and administrators "Professional Development in Distance Education" which will again be offered beginning January 1998. He has been project manager for various distance teaching course developments at Oldenburg university and is coordinating a national network of eight universities with a non-degree program for nurse practicioners.
